Police hold Two Days Training for Officers

The Nigerian Police Force; Calabar, Cross Rivers State recently held a 2-Day Capacity Training Programme for Investigators in Cross River State Command.

The program which was held on Monday, 14th of March 2024, took place at the Police Officer's Mess, Moore Road, Calabar. The program had in attendance: CP Gyogon A. Grimah, Commissioner of Police, Cross River State Command, DCP Bangs Kopshella, Deputy Commissioner of Police, Investigation( SCID),  DCP Uche Obiozor, Deputy Commissioner of Police(Admin), ACP Imeh Bassey Usanga, Assistant Commissioner of Police (Admin), ACP Kabiru Ibrahim, Assistant Commissioner of Police(Operations), ACP Judith Osim, Area Commander, Calabar Metro, ACP Clara Ifeanyi, Assistant Commissioner of Police(SCID)

Also in attendance were all the top Police Investigators, Area Crime   Officers(ACOs), Divisional Crime Officers( DCOs) and  Tactical Team Investigators of Cross River State Police Command.

The Training started at about 10am with an Opening address by the Commissioner of Police; CP Gyogon Grimah. While addressing participants present, he enjoined them to take the training seriously, as they were bound to learn and increase their wealth of knowledge through such training, as this will in turn, them in carrying out their duties as Police Officer diligently. He told the Police officers, that Knowledge was very important, as a Society that lacks the relevant knowledge might as well be considered as a dead Society. Hence the need to have such trainings.He also advised them to strive at being the best in all they do and make the Police Force a National Pride to the Nation. He then went ahead to wish  everybody present all the best and declared the training Officially open.

After the Keynote address by the Commissioner of Police, Cross River State Command, The Deputy Commissioner of Police, Investigation (SCID), DCP Bangs Kopshella took the floor. He thanked the Commissioner of Police for honouring the Training Programme with his presence. While delivering his address, he reiterated on the admonishments by the Commissioner of Police. He enjoined the Police Officers to strive at being the best and by so doing, the sky will be their limit. He went ahead to ask for a brief Introduction of everybody present before taking his seat.

Mr Kebe Ikpi, had a long interactive and enlightening section with the participants. Mr Ikpi who spoke on the topic: Police Handling of SGBV Cases/Investigations started by giving insights into what some popular day to day sexually derived acronyms actually stand for. Some of these acronyms were as follows:

SGBV: Sexual Gender 
Based Violence.

VAC: Violence Against Children.

SR: Spousal Rape.

CICWL: Child in conflict with the Law.

Mr Ikpi while delivering his lecture, gave a run down of cases considered to be sexual based abuses/ offences, gender based violence especially as relating to women and children; while also emphasizing, that gender based violence, cuts across everybody including the male gender. He sought to have an insight into how these cases were handled by the police and what were considered the best and Legal ways to handle such incidents, so the Police is not charged for violating the Law. He also drew attention to cases that should be handed over to Civil Organisations like Child Protection Network, NAPTIP, ET AL, when these cases are brought to the police, stating the fact that, these organisations are better equipped than the police to handle such cases. He ended his lecture by admonishing the police not to see these civil organisations as enemies or opposition since they are all working towards one goal; a society that will be devoid of Sexual based violence. He stated that the work will actually be easier for both parties if the Nigerian Police and these Civil Organisations could work together as a team to achieve a common goal.

The next Facilitator to speak was Barr. Timothy Gontul of Caritas Nigeria/UNHCR a Civil Organisation in Nigeria. He spoke on the Rights, immunities, Privileges and Treatment of Refugees and Diplomats in Relation to Police Investigations. Based on the 1951 UN Convention and it's 1967 Protocol, he defined a refugee as someone who has been forced to flee his or her country because of persecution, war or violence.While delivering his lecture, he made it known that these categories of people have equal rights as the citizens of the country they are in. The only right they do not have, is the right to vote. He also stated the fact that countries do not have the right to turn back refugees coming into another country, rather provisions should be made to accommodate them and make them as comfortable as possible, given the fact that, it was through no fault of theirs, that, they are in such conditions, as to flee their countries. He stated that Nigeria being a signatory to the 1951 Refugee convention and its 1967 protocol, Nigeria was duty bound to accommodate and render assistance to Refugees. In furtherance to this and in order to strengthen enforcement of Refugee laws in Nigeria, partners and agencies like the Police, NAPTIP, SEMA, ARMY, NCFRMI, UNHCR, Courts, Customs, Immigration, ET AL are involved in the following:
- Provision of adequate resources to refugee agencies.
- Promotion of social integration and understanding.
- Safeguarding refugee rights through security agencies, sensitisation and collaboration.

After the lecture by Barr Gontul, CSP Cajethan Onwusor spoke on the topic: "Intelligence: Importance of Intelligence to Police Investigation. While delivering his lecture, he told the participants that Information is regarded as a raw data until it is processed and becomes Intelligence. He emphasized on the importance of intelligence to the Police Force, adding that it was a key ingredient in carrying out their duties as Police and Investigators. Accordingly, he said that 'Who', 'What', 'When's', Where's and, 'And why's of all the problem' are information requirements of an Intelligence task.
Thus the importance of Intelligence to the Police Force cannot be overemphasized. He ended his lecture by informing Participants present, that the Police Force as security operatives, required Intelligence in all areas of operations as this will help in making their work easier as well as making them top notch police officers who can meet any required police standard across the world.
